hack security problem

Hello:
I am your old client since "hostadmin software", now I am using
agilebill as account hosting system, It is great but I have 2
problem:
1- I turn some account to "not acctive" "Queue Status" to
"Deactivate", but after some hours the same accout turns to
"active" .
I think that the user success to hack the website and turn it to
active with himself.
2- I have a recurring product and I use 2checkout to billing my
client automatic with this link

, but if I use the agilebill software 2checkout consider the order
as one time charge. please help
